Step 07: Equipment Selection & Tendering

Executing a vendor-neutral procurement strategy for a 60 KLPD Grain-Based Distillery.

1. Procurement Strategy: The Hybrid Approach

For a first-time, single-plant promoter at 60 KLPD, a hybrid tendering model offers the best balance of accountability and price competition:

Major Process Package

Tender fermentation, distillation, dehydration, and evaporation as a single integrated package from specialist distillery equipment manufacturers. This centralizes the core process guarantee.

Utility Separation

Tender utilities—such as the boiler, water treatment plant, and DDGS dryer—separately. These items have a highly standardized, competitive vendor market, allowing for better price discovery.

2. Technical Bid Evaluation Criteria

Crucial Rule: Technical evaluation must be completed before commercial bids are opened to avoid price anchoring bias. A vendor quoting significantly below others often indicates a specification gap, not genuine efficiency.

3. Quality Assurance & Inspection

  • Third-Party Inspection (TPI): Engage an independent agency for pre-dispatch inspection of critical equipment, especially pressure vessels and welded fabrication quality.
  • Material Test Certificates (MTC): Mandatory for all SS-grade equipment to verify actual material composition against specifications.
  • Factory Acceptance Testing (FAT): Required execution before major equipment ships to the site.
  • Lender Alignment: The Lender's Independent Engineer (LIE) will require visibility into this inspection trail for disbursement approvals.
