Grain-Based Distillery Capacity Matrix

Static vs. Expandable Strategies (60 / 120 / 180 / 250 KLPD). Evaluate regulatory thresholds and capital structures before breaking ground.

Part 1 — Static Options (Build once, no expansion designed in)

CapacityEIA CategoryTypical Cogen PairingStrategic Notes
Static 60 KLPDB (State)0 – 1.5 MW or noneLowest capex, lowest feedstock-risk entry point. Common first-plant size for solo promoters. Weakest per-litre economics of the four.
Static 120 KLPDB (State)2.5 – 3 MWSweet spot for a single-promoter "final size" plant — bankable scale without crossing into central EC review.
Static 180 KLPDB (State)4 – 5 MWMaximum scale while staying under the Category A threshold. Squeezes out most possible economics before triggering central appraisal.
Static 250 KLPDA (Central)6 – 7 MWRequires MoEFCC-level EC from day one — longer timeline (public hearing likely), but no future expansion EC needed if this is your final size.

When "static" makes sense: You're confident in your final scale today, you want to avoid ever re-opening an EC file, and you're comfortable either taking the longer Category A timeline upfront (static 250) or permanently capping at 180 (static 60/120/180).

Parts 2, 3 & 4 — Expandable Pathways

Expansion PathCategory TransitionStrategic Notes
60 → 120 / 60 → 180B → B (no crossing)Both stages stay state-level. Fastest, lowest-friction expansion path — just a capacity-enhancement EC amendment.
60 → 250 / 120 → 250 / 180 → 250Crosses B → ATriggers central MoEFCC review at final stage — effectively a second, harder approval cycle. Budget real time for it.
60 → 120 → 180Stays B throughoutThe "safest" phased growth path — every stage is state-appraised, no central EC ever needed. Ideal if 180 is your ceiling.
60 → 120 → 180 → 250B → B → B → AMost conservative, lowest-risk-per-step growth path. Three low-friction state expansions build track record before Category A filing.

Universal Design Rule for Expandable Combinations

Regardless of path, if you intend to expand at all, these must be over-provisioned from Day 1 because retrofitting later is far more expensive:

  • Land layout: Reserve space for larger fermenters, additional distillation columns, and expanded ZLD capacity.
  • Water & power sanction: Apply for future-stage load now; re-applying later restarts DISCOM/groundwater approval clocks.
  • ZLD/effluent system: Size civil infrastructure (tanks, pipe runs) for future load even if equipment is smaller initially.
  • Boiler/utility headers: Oversize structural/piping backbone even if you commission a smaller boiler first.
